The Turks and Caicos Islands (“TCI”) Telecommunications Commission (the “Commission” or “TCI-TC”) issued its 700 MHz Spectrum Policy Decision (the “Policy Decision”) on 17 September 2012, in which the Commission set out a methodology and process for the assignment of licences for 700 MHz spectrum.
