The Telecommunications Commission (the “Commission”) is hereby initiating a consultation process to review the National Table of Frequency Allocations (NTFA) in the Turks and Caicos Islands (“TCI”). All operators who are licensed to use spectrum are directly affected by and, therefore, considered parties to this consultation process.
Background
Radio waves that are transmitted by telecommunications networks ignore borders and can result in interference. The problem of interference is growing as the use of spectrum becomes more intense. Consequently, international coordination of spectrum use is necessary. The ITU is the main forum which coordinates the use of spectrum at the international level. This is achieved by means of the ITU’s Radio Regulations which are updated every few years at the ITU’s World Radiocommunication Conferences (WRCs). The Radio Regulations determine how the radio frequency spectrum is shared between different services, how satellite orbits are to be used, and how equipment and systems must operate to avoid interference with each other.
The Radio Regulations also play an important role in determining which spectrum bands telecommunications hardware manufacturers will use when developing handsets and new telecommunications networking equipment. Manufacturers are more likely to develop the necessary hardware if spectrum is allocated in a sufficiently large number of countries, on a sufficiently large overall scale, and in a manner, which will support the development of the necessary ecosystem for services that would use the hardware.
